How can you tell apart a shiba inu and a finnish spitz when you buy a puppy from a breeder? just in case, the breeder lies to you. They both look very alike, fox like.

They are two totally different breeds with different histories. Go to akc.org and read about the two different breeds. Other than being some-what fox-like in appearance, they look quite different to me. Their temperaments are different too, with the shiba inu being somewhat more aloof and independent.
If the breeder is reputable, there will be AKC registration papers and there will be no doubt what the breed is. Also, if you are more familiar with the breeds, you will see the differences.

If you can't trust the breeder to tell you the right breed, why are you buying from that breeder?!?
You should be able to see the parents. That will help. If the breeder won't let you see the parents in person (at least the mother), then don't bother buying from the breeder…
